A rate below 68.1 percent lowers the overall rating to "satisfactory," while a rate lower than 60 percent delivers an "in need of improvement" rating. Previously, parents refusing to allow their children to take the test were excluded from ratings. Now, when a parent opts out of participation for his or her student, the new report card counts that toward the rating. Participation must be at least 94.5 percent or the rating is reduced to "in need of improvement." The exception to all this is if a school receives an AYP rating of "met," then the overall rating cannot be lower than "satisfactory." Teachers' report The report card also shows data on teachers and staff.

The district's teachers have an average 11.9 years of experience. Fifty-seven percent have a master's degree or higher. All Lebanon schools are taught by "highly qualified teachers." According to the NCLB website, highly qualified teachers must: Have a bachelor's degree. Have full state certifi- cation or licensure. Prove that they know each subject they teach.
